I just Droped my iPhone 4 in a water dish help?!?

It's not letting me use the speakers on the bottom and I can't hear on the ear peace when people talk but they can hear me the ringer sighn is stuck on plus when I turn it off it turns back on what should I do it sux oh and I don't have insurance on the phone:(
